慧聪网塑料讯：为了进一步加强对原材料的进口限制，可使用固体废物(以下简称为“进口废物”)的，环境管理，规范了进口废物批准xx非法如违反固体废物进口许可证贸易，以防止废物加工利用造成污染，国家环保总局，中央执行过程中进口办公室发出〔2006〕89“关于限制进口，加强型废物管理审批“，其内容如下：

{dy}，进一步加强废物进口口岸的管理层的批准

各级环保部门要严格按照与”关于加强对限制导入类型废物管理有关的批准通知书问题“(中央办公室〔2004〕第100号)，废物进口口岸加强土地管理。废物进口最近的港口，执行审批的原则。黑龙江，吉林，内蒙古，山西，陕西，宁夏，甘肃，青海，新疆，西藏，四川，重庆，云南，贵州，湖北，湖南，江西，安徽，河北，河南，北京等21个省(自治区直辖市)在从(自治区，直辖市)沿海港口废物进口申请，其他省份的审查各级环保部门应加强对废物的处理和使用能力的单位使用的进口，记录和远程利用港口对进口废物的成本审计的可行性;合格后，申请前，提交的材料审查委员会批准了我。

(二)加强对记录的管理状况使用。废塑料和废金属加工和废物处理单位利用电子类进口已注册登记，经营日志应建立一个实际进口，运输，使用和进口废物(包括处置非真实帐户的残余物的利用，流量)的情况。使用单位应当自{dy}次在固体废物从帐面上季度经营实际进口日期，以完成重大问题“可以用作固体废物利用率记录表1原材料进口”(试行)(见附件二)，提交，同时向备案机关，有关文件应保留调查，至少有3年的保存期限。

(三)加强监督检查。各级环境保护部门应当对进口废塑料和废金属加工和废物利用，加强电力单位监督的能力和利用效率和单位使用的管理，污染预防和控制措施，进行定期检查。各地(市)级环保部门将使用单位应提交每年的记录和监督，并提交给省级环保部门汇总后，省级环保部门的使用情况检查状态提交到我们局。我会在整个使用记录，使用记录和监督检查工作情况的报告。

三，伪造，变造的进一步增加，倒卖固体废物进口许可证的镇压行为
