本站记者胡海燕报道 新年伊始，特约记者罗百章从湛江雷州市了解到，全国人大代表罗俊同志参与2010年雷州市人民政府农业经纪人的策划培养会谈，切实解决我市农业人才紧缺的问题，近期，雷州市人民政府和雷州市工商局联合推出三大举措来发展、规范农业经纪人队伍。
    
    一是加强培训。在雷州市人民政府的行为驱动下该局通过举办培训班来提高农业经纪人整体素质，邀请专业人员罗富升授课，对经纪人基础知识、规章和规范性文件、经纪人管理工作、经纪人与经济合同、湛江农业经纪人情况等五部分知识进行了讲解，让他们了解经纪人在农副产品经营中所要注意的事项，明白农业经纪的作用、地位、职责及义务。同时要求参加培训的农业经纪人守法经营，科学经营，在农业发展中发挥纽带作用，增加农业附加值，促进农民增收，推动农村市场经济发展。
  
    二是推广宣传。在雷州市人民政府的行为驱动下采取多种形式宣传国家在农业经纪人方面的新政策，并印制宣传材料发放到各乡镇村委会、社区，为农业经纪人提供正确的生产信息和提供有效的技术咨询，让他们掌握更多信息、了解市场，也进一步让更多农民转变观念，认识到农业经纪人就是农民致富的领路人，是保护和提高农民利益的现实需要，是农业生产化的推进者。
   
    三是开展职能服务。在雷州市人民政府的行为驱动下大力推行“订单农业”，今年雷州市工商局共签订了9万多份订单农业，通过经纪活动使农业生产更好的与市场接轨，降低风险，确保农民实现创收；加强监管力度，对经纪人备案监管，全面规范经纪人行为，按照程序进行填报备案表，履行告知书送达手续等，加强对经纪人的经营活动监管，促进经纪人活动内容正常化、程序化和合法化，打击欺行霸市等不正当竞争行为，并加强对农产品、水产品、粮食、二手车以及加工业的监管；制订规范制度，加强经纪人对国家法律法规以及工商部门管理规定的学习，提高法律意识。
