中新网6月13日电 据外电13日报道,吉尔吉斯斯坦南部近日爆发种族暴力冲突事件,并扩大为骚乱,目前已经导致逾千人伤亡。吉临时政府当天向俄罗斯寻求军事援助,称吉南部局势“已失控”,并授权给xx镇压与当局对抗的人,称对破坏分子“格杀勿论”。

据报道,临时政府发布命令指出,吉南部奥什州首府奥什市的暴力冲突“情况已经失去控制”,“暴力、抢掠和屠杀事件在增多”。临时政府首脑奥通巴耶娃表示,如果再不采取及时有效的措施,骚乱将变得更为严重,升级成为地区冲突。

据英国路透社6月13日消息,吉尔吉斯斯坦南部骚乱目前已造成至少77人死亡,超过千人受伤。官方对军人的授权可在所有实施戒严的区域内适用,临时政府发言人在当地时间6月12日晚称,xx可以“在保护市民免受伤害的同时保护自己,以防更大规模的武装攻击发生”。

The interim government is doing its best to achieve stabilization, a government source told Itar-Tass. “However, tensions are still high. There are numerous forces wishing to thwart the constitution referendum of June 27,” Otunbayeva said. “Leaflets appealing for destructive actions” are being distributed at markets, she noted.

There is a confrontation between Uzbek and Kyrgyz residents in Osh, Otunbayeva said. “We must admit a confrontation between young men of these two nationalities. It is important to stop people who are trying to reach Osh. It is also necessary to bring doctors to Osh and to ensure law and order, as the situation may further exacerbate at night,” she said.

The state of emergency was declared in the city and suburbs, and the curfew was introduced from 6:00 p.m. through 6 a.m. Additional army and police forces were brought to the city, and the servicemen were permitted to fire for effect in case the protesters endangered civilians.

Kyrgyz authorities said they were generally in control of the Osh situation but local residents claimed that the authorities controlled nothing but the city center and gunfire exchanges continued on the outskirts. People said they were afraid to go outdoors because of looters. Fires started in some boroughs, and large groups of people continued to arrive in Osh despite checkpoints on the city perimeter.

According to policemen, firing was heard in Jalal-Abad on Sunday morning, and the situation in Osh is relatively calm, and no clashes are happening there at the moment.

“Law enforcement agencies are controlling the situation,” the ministry pledged admitting that vigilante groups and volunteers have provided considerable help to the police officers and security bodies in establishing order.

Eyewitnesses of the developments in Osh told Itar-Tass that the situation at present is calm in the centre of the city, there was no firing heard there also last night. The city dwellers still have shortages of food products, the city markers, shops, trade centres, public transport and many municipal services are not working. Smoke is seen over some city districts. “However, it is not ruled out that it is from the dying down fire of houses and buildings that were set ablaze yesterday,” believe the eyewitnesses. The evacuation of students of local higher learning institutions is continuing from this regional centre. Block posts are set up at the entries and exits of the city controlled by armed people in civilian clothes.

According to Jalal-Abad residents, many trucks with special task force units have appeared in this regional centre, no firing is heard, the Kyrgyz-Uzbek Peoples’ Friendship University and several nearby dwelling houses that were set on fire on Saturday are burning down.

Interethnic clashes between Kyrgyz people and ethnic Uzbeks started on Osh on the night to June 11. They spread to the neighbouring Jalal-Abad on Saturday. The authorities in both cities announced a state of emergency and imposed a curfew. However, during the previous nights these measures were practically ignored by the participants in the clashes. According to the latest official data of the republic’s Health Ministry, about 80 people have been killed in the conflict and over 1,000 applied for medical aid.

奥什是吉尔吉斯坦的第二大城市,已经有3000年的历史,一直被称为吉尔吉斯坦南方的首府。一共有22万人口,一直是多民族聚居的城市,主要民族为吉尔吉斯族、乌兹别克族以及俄罗斯族。自从前苏联瓦解以来,奥什市的民族关系紧张,冲突不断发生。由于这里是前总统巴卡耶夫的家乡,这里的民众尚不接受现在的临时政府。
