BRACEVILLE ? Concern over an incident involving a valve malfunction last summer at Braidwood Generating Station has been downgraded by the Nuclear Regulatory Commission. The station does not face a federal fine stemming from the event. The valve has since been repaired. The incident involves the June 24 failure of a valve outside the containment area, which controls the sump pump to drain water from the reactor, should it become necessary. In November, the NRC issued a preliminary yellow finding to the station, indicating the incident with the valve was of substantial importance to safety. On Friday, basing the change on information turned over to the agency in January of this year, the NRC lowered its finding from yellow to white. “The white finding means the station gets additional inspections, but is also considered to be low to moderate safety significance,” Braidwood spokesman Neal Miller noted Monday. “The NRC gave us credit for being able to manually operate the valve in certain situations.” The NRC report at the time indicated corrosion on a switch caused the valve to not fully open. This was not an immediate safety concern, however, because complete loss of the safety function of the emergency core cooling system was not involved. In a follow-up inspection, the NRC found the incident was more than minor because of its impact on other equipment. The NRC said the station staff was aware for several years of water leakage from the overhead areas around the valves. The potential safety significance of the water leakage was not adequately evaluated, and the problem was not corrected. The roof hatch leaked water into the area during moderate to heavy rainfall, and was identified through a corrective actions program, the NRC noted. However, no one made the connection from the leak in the compartment to the water going into the conduit and valve mechanism, the agency said. Miller said Monday Exelon Nuclear checked all the others valves at Braidwood Station and its other nuclear plants in Illinois to make sure they do not have the same type of issue. “None did,” he said. Miller said it was found the faulty valve did not fully open due to corrosion on the switch. “It was from water entering the switchbox, where it should not have entered,” he said. “We repaired the switchbox and determined where the water was coming from. It was from a hatch in the roof, and we’ve repaired that.” NRC Region 3 spokesman Viktoria Mitlyng of Lisle noted in a press release Friday the agency determined the utility failed to design the valve to protect its ability to function, a violation of federal requirements. “The NRC’s final determination is different because the agency didn’t have complete information related to the valve issue at the time, and made a conservative assessment,” Mitlyng was quoted as saying in the release. “Exelon presented new information to the NRC to show this issue did not result in a significant reduction to plant safety. This ... demonstrated to the NRC the safety significance of the violation was not as high as originally assumed.”
