Duncan is thoroughly familiar with the excess flow valve. Buffeted by all sides, he is now sifting through the counterclaims and will develop a federal rule on when and where the valve must be used. [James L. Kolstad] termed "hogwash" most of the arguments used against the valves, such as the contention that they are unreliable and may malfunction and cut off gas when there's no need to, or that they cost too much. Kolstad said some early valves in the 1960s had problems, but they no longer do. And if valves are required only on new installations or at the time of repairs, the total cost would be less than $20 a valve, he said. The gas association has its own internal problems in dealing with the valve. Some of its members are adamantly opposed to the valves, but others have installed them by the thousands. Bay State Gas of Massachusetts has more than 40,000 valves in service, and reported that it has had no problems with them over 15 years. Company officials said the valves worked well in about 30 to 40 emergencies each year. UGI Corp. of Pennsylvania, with 30,000 valves, reports no valve failures in 11 years.
