It took more than an hour to shut down gas service Saturday, after a leak was discovered at a condominium building in Danvers, because workers
couldn't reach the shutoff valve, fire officials said yesterday.
Firefighters summoned a KeySpan crew to turn off gas service to a four-unit condominium building on Water Street after they discovered a burst gas line outside one of the units at about 8:30 a.m., Chief James P. Tutko of the Danvers Fire Department said.
The KeySpan workers found the service valve buried under a lawn outside and dug it up, but soon discovered that a metal box that allows access to the valve wasn't lined up properly. They couldn't reach the valve to turn it off until they dug another hole nearby. Firefighters evacuated the building.
"The shutoff was found, but it was found to be
inoperable," Tutko said.
While no one was hurt, the blocked valve renewed concerns about inaccessible gas valves. The Globe reported Saturday that industry records show that an estimated 754,000 of 1.1 million gas shutoff valves statewide are not readily accessible.
Federal and state regulations require the valves to be accessible at all times, and the state Department of Telecommunications and Energy is responsible for enforcing those rules. But debates over the regulations' intent and the high cost of unblocking all the valves have delayed fixes.
KeySpan officials said yesterday they plan to inspect and repair any other valves that may be blocked or not functioning at the complex. "It's our determination that there was no immediate danger," KeySpan spokeswoman Carmen Fields said.
The state has been investigating blocked service valves
since May. Boston City Council president Michael Flaherty alerted city officials to the issue last week, and Mayor Thomas M. Menino instructed the city's Public Improvement Commission to take it up at a meeting Thursday.
