Firefighters summoned a KeySpan crew to turn off gas service to a four-unit condominium building on Water Street after they discovered a burst gas line outside one of the units at about 8:30 a.m., Chief James P. The KeySpan workers found the service valve buried under a lawn outside and dug it up, but soon discovered that a metal box that allows access to the valve wasn't lined up properly. They couldn't reach the valve to turn it off until they dug another hole nearby. Firefighters evacuated the building. "The shutoff was found, but it was found to be inoperable," Tutko said. While no one was hurt, the blocked valve renewed concerns about inaccessible gas valves.
