瓦努阿图鲁干维尔市电厂特许经营招标通告
瓦努阿图政府与UNELCO电力公司有关桑托岛鲁干维尔市电厂特许经营合同将于2010年12月31日到期，现对外公开招标电厂特许运营商。
招标特许经营期限为20年，供电区域为鲁干维尔市方圆15公里范围, 鼓励拓展区域外客户群。运营商需每年向政府上缴经营许可费。特许运营商使用现有政府水电厂资产及柴油发电机组运营供电，总供电能力3.5MW，其中水力发电能力1.2MW。
运营商资质审查要求：至少2年电力系统运营、维护经验；经营运行过2个或2个以上水电站，发电能力在1MW以上；至少具有2个或2个以上柴油发电站运营、维护经验，每个发电机组发电能力在3MW以上；在太平洋地区或小岛国具有类似供电经验者优先；运营商能独立解决特许经营期内的资金问题，并提供近三年来的财务审计报表。
投标者通过资质预审，签订保密及招标规则协议后，将获得相关技术数据和信息，并对现场考察。投标时需提供商业计划书，并在标书中提出向政府缴纳许可费的金额。

2.“Albadi” sh.p.k. resident in Peshkopi. This company is registerd by the Decision No.19214 date 09.09.1998 of the Court of Tirana. It is represented by the administrator Mr. Xhelil Mazari. The activity field of this company is construction and rebuilding of civil and industrial objects as well as infrastructure projects (road construction, rehabilitation of dams, watersupply, etc.).
